The purpose of this assignment was to carry out an evaluation of infrastructure/equipment components of selected IPA funded projects in Albania, applying a programme perspective, and with particular focus on the sustainability.

IPA Actions planned and implemented under the priority sectors included, among other, physical investments in infrastructure and equipment which were much required to underpin the achievements made with reforms and other soft interventions.

Priority sectors for EU funding for Albania over the past years included in this evaluation assignment were:
• Justice and Home Affairs – Penitentiary and Border Crossing Points
• Education and Social Infrastructure – Vocational Education and Training
• Education and Social Infrastructure – Social services
• Cultural and Historical Heritage (supporting tourism-led development)
• Cross-border Cooperation (Tourism-led Local and Urban Development)
• Transport – Roads, Ports
• Agriculture and Rural Development Sector (Food Safety)
• Water and Sanitation.

The specific objective of this evaluation was to understand the performance of the Actions, its enabling factors and those hampering a proper delivery of results, so as to inform the planning of future EU interventions of similar nature in Albania.
