C&M is delighted to announce that TIEG EEIG has been awarded a new contract to conduct final evaluation of The Institutional Capacity Building for the Transport Sector in Uganda. This capacity building project was designed in the Second National Development Plan (NDP II) in the period 2015-2020 to prioritise energy, transport, information and communication technology (ICT), and water for production. This trend continues in the recently launched NDP III (2020/21 – 2024/25) with the prioritisation of agricultural exports, manufacturing, regional and international transport connectivity, natural resources, ICT, and innovative development financing.
The Government of Uganda has invested heavily in road development to enhance growth and productivity within other sectors. The growing need for economic and social growth continues to place a heavy burden on the transport sector to which a response must be provided. A well-developed road infrastructure network facilitates implementation of national programmes particularly those related to accessing health, education and other social and economic opportunities. One of the sector’s priorities is to support the primary growth sectors, through reduction of road infrastructure constraints.
The main objectives of this evaluation are to provide the relevant services of the European Union, the interested stakeholders and the Government of Uganda with:
- an overall independent assessment of the performance of The Institutional Capacity Building for the Transport Sector in Uganda project, paying particular attention to its different levels of results measured against its expected objectives; and the reasons underpinning such results;
- key lessons learned, conclusions and related recommendations in order to improve future interventions.
In particular, this evaluation will serve:
- to understand the performance of the intervention and the reasons behind it in order to maximise its potential to achieve the expected results during the residual implementation time and;
- to understand the performance of the intervention and the reasons behind it in order to inform the planning of the future EU interventions in the same sector.
Three experienced key experts will be evaluating Capacity Building project in the period from June to September 2022.
