C&M’s founder and legal Representative, Michel Doumont, has published an essay on Europe’s capacity to act, with a preface by Bernard Snoy et d’Oppuers, Honorary President of the European League for Economic Cooperation.
The book starts from a paradox familiar to anyone who implements European programmes. Europe does not lack resources, rules or values; what it struggles to do is convert them into the capacity to act. Drawing on four decades of practice — the creation of the single market, monetary unification, pan-European banking mergers, the Central European transitions and successive enlargements — it argues that the real lock is not one of means but of execution, and sets out how Europe might use the room its existing framework already permits.
The subject is close to C&M’s own work. For twenty years the firm has supported public authorities in designing and delivering European programmes, in research and innovation, digital, transport, urban development and sustainable energy. What the book examines at the level of policy, the firm encounters daily at the level of delivery.
